Can be observed if you set world border to ~300-3000 blocks, fill the void in the nether and place a platform 16x16 at 0 70 xz. Place /worldborder center to 0 500 and little to no mobs spawn. Then do /worldborder center 0 0 and observe how much more mobs are spawning. Additional test showed that the issue appears reliably with /worldborder set 300 and smaller

I can reproduce it in vanilla. Because what you see on the screenshots is a vanilla server and mods are only on my client. however, i tried reproducing it in a completely vanilla environment and it made no change. So please YOU try to reproduce
As the reporter of this issue it is your responsibility to showcase it in a vanilla environment. There have been many issues where the reporter stated that a bug would occur in Vanilla when it did not and it was actually a mod causing it, which is why the moderators have quite a strict policy about this.

Your game is modified as indicated by the icons in your HUD. Can you reproduce the issue in vanilla?
Also, as I'd commented here on your other similar issue, having a more reliable and consistent way to reproduce this would be helpful. If you could provide a world download too, that would also be appreciated (clearing out all that area in the nether is extremely tedious)
