I went into the 24w09a, and started testing the new attributes. So, I ran the following command:
/give @s diamond_pickaxe[damage=15432]
I expected red text saying that I can't go past the 1561 durability of the pickaxe, but instead I ended up with the picture shown.

I think this is likely intended, since you could already use /give @s diamond_pickaxe{Damage:15432}
in previous versions, even when Mojang fixed the rendering of the durability bar for negative durability values.
I am pretty sure this is intended behavior. You can't obtain an item with negative durability in survival without major exploits anyway so it wouldn't make sense to change it.
This also gives datapack creators an easy way to make tools single use without having to find the durability of each tool

After consideration, the issue is being closed as Won't Fix.
Please note that this is not the same as Working as Intended, as this bug report correctly describes behavior in the game that might not be the intended or desirable behavior, but it will not be fixed right now. Sometimes, this is because the issue reported is minor and/or impossible to change without large architectural changes to the code base.
