Minecarts cannot be placed when not aiming at rails

All varieties of minecarts (regular, hopper, chest, furnace, and TNT) can only be placed when aiming directly at rails. It's not possible to place them by targeting adjacent blocks. In the provided image, I'm attempting to place a minecart on the rail adjacent to the block I'm aiming at, but it's not functioning as expected. This contrasts with the placement mechanics of blocks or other entities like armor stands and spawn eggs.

Steps to Reproduce:

1. Place down a rail, with an adjacent block next to it

2. Right click the block with a minecart item
   -> ❌ The minecart is not placed.
