[MC-269806] Minecraft behaves as if the ctrl key was pressed even though it was not pressed

sometimes chat in minecraft behaves as if I had pressed ctrl all the time even though I didn't press it
(so, for example, when I press a, EVERYTHING I've written so far is deleted and I have to write exactly the same thing again, it's annoying when it happens all the time)
(others programs/games with I use dont have this problem)

We do not have enough information to find the cause of this issue.

Please record a video of this happening and attach it to this report.
If you are on Windows, you can use Windows+Alt+R to open a built-in app for recording game footage.
If you are on Mac (Mojave or later), you can use Shift+Command+5 to open a built-in app for recording your screen.

I have this same exact issue, i attached a video. Windows 10 22H2 with german keyboard layout.

This issue occurs when using the Alt Gr key to type in special characters like ~
This was not an issue in previous minecraft versions, however now when pressing Alt Gr it makes minecraft think you are holding down the ctrl key. This applies outside of the chat as well.

I dont press ctrl + a but only a and the entire chat was selected (and deleted because first the mc thinks that I press ctrl+a and only then just a)

(I added an on-screen keyboard for confirmation)

Can confirm in 1.21.8 and 25w32a on Azerty French keyboard. The bug can easily be reproduced by opening the chat and holding AltGr for 5 seconds. I don’t think this is a framerate bug as i have consistently more than 60 fps during the operation.
