Prior to version 1.13, being inside Glowstone didn't result in being pushed out; one could freely move around within it despite still taking suffocation damage, giving the block a unique quality. However, since version 1.14, Glowstone behaves like any solid block, pushing entities away from it. This alteration wasn't documented in any changelog and could thus be unintentional. Moreover, it presents an inconsistency with other blocks, as Glowstone, unlike some others, doesn't allow redstone signals to transmit downwards (per MC-3311), yet these blocks don't push entities out of them.
Steps to reproduce
Put down a Glowstone block
Stand atop it
Switch to spectator mode
Descend a bit while flying
Return to your previous game mode.
Observation: Glowstone now pushes you out of it, which is different from its behavior before version 1.14.
Expectation: Glowstone should retain its previous behavior of not pushing you out of it, aligning with consistency among other blocks like glass and slabs, which do not transmit redstone signals.

This presents a valid concern; "just pointing out a difference between versions" does not make it invalid. The determination of whether it's a bug rests with Mojang. This bug report should remain open for their assessment. I'm not implying it's unlikely to be intentional. Your comment is just pointing out an opinion and not providing a mojang source or anything else.
— Additionally, redstone conductivity and player movement are mutually exclusive functions, and can't be compared directly.
You haven't cited a source for this claim either. It appears to be solely based on your personal viewpoint. Typically, blocks that don't transmit redstone signals don't push entities out of them. The bug report adequately outlines why this behavior might be unintended.
Moreover, this problem complicates the process of clipping through glowstone walls using ender pearls or any other methods that allow intersecting with glowstone dust.
@unknown, why was the block-tag-recommended label removed from this report? It wasn't removed from the reports by @unknown.
Thank you for your report!
After consideration, the issue is being closed as Working as Intended.
Please note, that mechanics of the game may change between updates.
Things such as graphics, sounds, world creation, biomes, redstone, villagers, and animals may not work the same in current versions.

Any full cube block which lacks transparency behaves the same way, not just glowstone (blocks like sea lanterns, shulkerboxes, and more) so I'm not sure why only glowstone is being reported. The described behavior seems more like an intentional change over time to how the player interacts with transparent but 'full-cube' blocks rather than a bug. Additionally, redstone conductivity and player movement/interactions with blocks are different features, so expecting the two to be mutually functional together may not be entirely accurate.
