The bug
The four elemental paintings were reworked in the Texture Update to fit in better with the new art style, but the versions of these paintings used before this point are not used when the Programmer Art resource pack is applied.
How to fix
Add the old versions of these paintings to Programmer Art. I've attached a pre-Texture Update kz.png from Bedrock Edition to this ticket as well as extracted versions of each painting.

The changes to those paintings, according to the wiki, happened in 2013, so not part of the texture update

Closing this as Invalid.
If we only look at Java Edition in separation, MC-169889 applies and this is intentional since the new paintings were added to Java Edition after the texture update.
If we also take into account that the paintings were changed in Bedrock in 2013, it still doesn't constitute a valid bug since the old textures were removed years before the texture update (2021). The programmer art resource pack is intended to replicate the current textures before the texture update, not "old textures" in general. I suppose an exception would be Crying Obsidian, but on the bug tracker that was never accepted as a bug (see, once again, MC-169889). Further exceptions to this, and other similar additions to programmer art that don't just keep it up to date with newer resource pack formats would need to be feature requests, not bug reports.
If we consider this a parity issue, this isn't valid either since the old paintings were added before Buzzy Bees, thus not eligible as a parity issue on the bug tracker.

I assumed these texture changes took place in the Texture Update due to misreading the wiki, I at no point requested older textures irrelevant to the Texture Update be added to Programmer Art.
