When the player tries to step up a pillar of blocks with a boat sitting at the top of it, they will be blocked from doing so as expected, but their camera will stutter.
Steps to Reproduce:
Modify the player's step height
/attribute @p minecraft:step_height base set 10
Build a 2 block tall pillar
Place a boat on top of it
Try and step up the pillar
Observed Behavior:
The players camera stutters fairly aggresively as the game tries to position the player on top of the pillar, realizing it can't due to the boat blocking the player from doing so.
Expected Behavior:
The player would simply be prevented from stepping up, because they are blocked. No jittery or stuttering motion would be present.

I would like to note that since the original creation of the report, the issue's visual effect has gotten significantly worse. The camera view no longer slightly vibrates, but instead drastically changes quickly between the top and bottom of the pillar of blocks:

This may create a stronger visual accessibility concern, since the camera flashing like this could affect players with epilepsy.
