Using saved hot bars to export disabled items into a new word the items act like ghost items.
Steps to reproduce:
Create a world with the "Update 1.21" experiment enabled.
Grab a bunch of "Update 1.21"-specific items and put them in the hotbar (for example,
/give @s mace 9
).Save the hotbar (C+1).
Create another world, this time with the "Update 1.21" experiment disabled.
Load the saved hotbar (X+1).
Switch to survival mode and break some blocks/Reload the world/Open a chest/Run
/data get entity @s Inventory
.
Observed result:
The items disappear and act like ghost items.
Expected result:
The items do not disappear.

Items swapped with disabled items quickly and then opening a chest the items are duped.
Note it must be more than one disabled item. They can be the same
My test for the dupe were in creative sorry I believe though that in survival if you could get a way for the items to not get deleted then this would work the closest I got to replicating creative was by using the number keys to see the item for just a frame but the timing needed to do this and open a chest would be impossible.
Can confirm. Another way to reproduce it is to open a chest while having disabled items in the hotbar (Disabled items would disappear) or by first clearing your inventory, then importing the disabled items and running /data get entity @s Inventory in the chat (Nothing will be returned).
We do not have enough information to find the cause of this issue.

While I'm not an author of this issue, here's how i was able to reproduce it.
Steps to reproduce:
Put
inside the Minecraft launcher directory.
Create a new creative world in 1.20.6 without 1.21 update experiment applied
Press x+1 to quickly access to the first saved hotbar.
Switch to survival mode and try to break blocks with any of the disabled items.
Notice that picked items replace the disabled items.

After consideration, the issue is being closed as Won't Fix.
Please note that this is not the same as Working as Intended, as this bug report correctly describes behavior in the game that might not be the intended or desirable behavior, but it will not be fixed right now. Sometimes, this is because the issue reported is minor and/or impossible to change without large architectural changes to the code base.

I am now noticing that the disabled mace mining has a bit of lag to it. Also setting your hot bar using the disabled items in a new word does not make the new hot bar air and it saves the disabled items.
