Wind Charge can activate the redstone facilities behind incomplete blocks,

Throw Wind Charge at the center of the glass plate to activate the redstone facility behind the glass plate.

(Most incomplete blocks can be)

This also works for blocks such as iron bars, fences and walls.

In addition to what @unknown mentioned, it seems like wind charges can also activate levers/buttons through blocks other than glass/iron bars.
