Custom enchantment with very large max level causes game to hang after opening Creative inventory

The maximum level of enchantment inside the data pack is 2147483647, even though enchantments with levels 256 or more cannot be applied to anything. Specifying that, however, is enough to cause the game to hang.

Steps to Reproduce

1. Add the attached data pack.

2. Open the Creative inventory.

Expected Result
The data pack should fail to load; the maximum level of an enchantment that can be applied to an item is 255.

Actual Result
Game hangs while it tries to generate 2 billion enchanted books.
