When you place the bamboo in a crafter in ordre to create sticks the crafter seems to don't find the recipe and so the crafter is actually unable to craft sticks with bamboo.
Other bamboo recipes are working fine, the recipe using planks to do sticks is working aswell in the crafter. Only recipe missing seen so far is bamboo to sticks.

Could be related to MC-271863.
Can reproduce as well, but the actual effect seems inconsistent. For example, the crafter could craft sticks from 2 bamboo items placed both vertically and horizontally as opposed to just vertically. However, the craft could not craft purpur pillars from 2 purpur slabs in either orientation. The crafting table works as expected.
