[MC-272571] Server crashes upon updating from 24w21b to 1.21 Pre-release 1.

Logging into a 1.21 Pre-release 1 server that was previously on 24w21b causes the server to freeze and subsequently crash.

For future reference: it was a combination of MC-272333 and spawnRadius gamerule set to 1000
