Goats can ram players even after being hit

When punching a goat a goat can still charge up and ram the player even when it is panicked. I was recently farming goat horns, accidentally punched a goat, the goat was panicked but still rammed into me.

Steps to reproduce:

  1. Spawn a goat

  2. Punch the goat before/right after it starts lowering its head

Observed result:
The goat rams you even after being hit

Expected result:
The goat prioritizes panicking and not ramming

I cannot really reproduce this either. If this requires precise timing or a specific setup, please provide that.

In my own test, the goat either had its ram attack canceled, or the attack would be too late (would come when the goat is already ramming).

I only got this to work when the goat is moving into its position before it lowers its head. When I punch the goat while it is lowering its head it does prioritize panicking. It might just be my game but I got it to work when the goat stares at you while it is walking to the front of you before it stops to lower its head. I got this to accidentally work on one of my vanilla survival worlds and then tested it in creative.
