sometimes when i swim under ice it locks me in place

I was just playing on the latest version with no mods, and all i was doing was swimming up or a bit diagonal into the ice on top of the water, and it'd stick me in place.
This is a dupe of MC-220390
Can you please provide steps to reproduce this issue? I cannot reproduce, but this may be due to the lack of instructions.
Also, is your game vanilla, or modded in any way?
