Fire aspect sweeping attack sets sweeped targets on fire

The sweeping attack causes the affected entities (not just the hit one) to be set on fire (with a fire aspect sword). This is different to the 1.20.6 behavior, but was not mentioned in the changelog.
On servers with pvp disabled this can cause players to be set on fire by other players through the sweep attack.

Steps to reproduce:
1. Launch a server with `pvp=false` in the server properties.
2. Place an entity and a second player next to each other.
3. Hit the entity with a sword enchanted with fire aspect (use sweeping edge to make it easier to sweep attack both entities).
4. Observe the second player being ignited even though pvp is disabled.
