Steps to reproduce:
Launch a server with
pvp=false
in the server properties.Place an entity and a second player next to each other.
Hit the entity with a sword enchanted with fire aspect (use sweeping edge to make it easier to sweep attack both entities).
Observed result:
The second player is ignited even though PVP is disabled.
Expected result:
The second player is not ignited when PVP is disabled.
