Steps to Reproduce:
1. Go to the ocean, 120 blocks from the ground
2. Make a space of glass and put a villager in it
3. Set up ground around you so that raiders can be summoned
4. Start a Raid
Observed Results:
The raid will not spawn on the stone block, and the raider will attempt to be summoned to a glass block where it cannot spawn, and the raid will end.
Expected Results:
Raiders must ignore blocks that cannot be spawned.
