The /tp command causes an entity mounted on another to dismount without the use of the /ride command. In previous versions the entity sat despite the teleport command. I used /tp to rotate the entity and noticed that it would now dismount.
Commands to reproduce:
/summon zombie ~ ~ ~ {Tags:["1"],Passengers:[{id:"minecraft:zombie",Tags:["2"]}]}
/execute as @e[tag=2] at @s facing entity @p feet run tp @s ~ ~ ~ ~ ~

Sorry, I cant make a video now. but you can repeat it with 2 teams. Previously, the entity after them sat on the other one constantly and looked at the player now it will dismount

After consideration, the issue is being closed as Working as Intended.
Please note, that mechanics of the game may change between updates.
Things such as graphics, sounds, world creation, biomes, redstone, villagers, and animals may not work the same in current versions.

Editing entity nbt is not a valid alternative for this due to prohibitively high performance cost. We need a way to change entity rotation without dismounting the entity, please reverse this decision.
