[MC-275743] Entities receive fall damage when landing on a block other than rails while riding a minecart

Steps to reproduce:

Get into a minecart or get a mob into it
Push/drive the minecart off of a cliff

Observed result:
The entity riding the minecart receives fall damage and may die.

Expected result:
The entity riding the minecart does not receive fall damage.
