Tall grass generated from bone mealing a grass block will delete the 2nd block above it

Steps to reproduce:

1. Place a grass block and another block 2 blocks above it:

   [media]

2. Bone meal the grass block

Observed result:
Bone mealing a grass block deletes the 2nd block above it if a tall grass generates.

Expected result:
Bone mealing a grass block deletes no blocks.
