Observer detects removal of redstone power from copper bulb

Steps to reproduce:

1. Build the following setup:

   [media]

2. Place a redstone torch next to the copper bulb
   ✔ The observer outputs a redstone signal

3. Remove the redstone torch next to the copper bulb.
   ❌ The observer outputs a redstone signal, even though the copper bulb's state has not changed.
