Quartz and smooth quartz block texture files are named incorrectly

the quartz block textures are still unchanged from before the flattening and 1.14 (which introduced smooth quartz)

the smooth quartz block texture is named quartz_block_bottom despite not being used for the bottom of the quartz block ever since smooth quartz block was introduced 

and the quartz block has 2 textures for the ends and sides, despite those 2 being identical. no other polished looking block does this.
