This bug was reported in MC-276610 and marked as resolved, but the issue still persists in 24w39a.
The behaviour of how ender pearls interact with bubble columns has been altered in snapshot 24w37a, breaking previously possible ender pearl stasis chamber designs. This problem persists in snapshot 24w39a. Previously, ender pearls thrown down in between alternating bubble columns would float right where the player threw them. 24w37a introduced changes to ender pearls (that remain in 24w39a) that have altered this interaction, making it so they now stop 2 blocks lower than they previously did, which I believe is unintended as it breaks previously possible designs in the community.
Steps to reproduce:
Place a magma block and soul sand block next to each other underwater, to create two opposing bubble columns right next to each other, 2 blocks high each.
Stand right in between both bubble columns, and throw an ender pearl straight down.
In 1.21.1, the ender pearl would get suspended in stasis right next to the player's head. In 24w39a, the ender pearl teleports you down to the floor, as it now attempts to stop 2 blocks below where it previously did.
Allowing the bubble columns to be 3+ blocks high does allow the pearl to float in stasis, as it provides enough room, but this behaviour is inconsistent with 1.21.1 and previous versions, which allowed for compact stasis chamber designs that only had 2 block high bubble columns.

This issue was incorrectly marked as resolved in MC-276610. I'm unaware of what the correct procedure is in this case, but since it affects a new version I created a new bug report for it, including the information from the comments of the previous report. If the bug report is meant to remain in one place, I hope a mod can come and mark this as a duplicate, and reopen MC-276610. Otherwise I hope this is resolved here.
