Mounts no longer receive damage when riding them through sweet berry bushes

The Bug:

Mounts no longer receive damage when riding them through sweet berry bushes.

This issue did not occur in 1.21.1.

Steps to Reproduce:

1. Summon a large area of sweet berry bushes by using the commands provided below.

   /fill ~1 ~-1 ~1 ~15 ~-1 ~15 minecraft:grass_block

   /fill ~1 ~ ~1 ~15 ~ ~15 minecraft:sweet_berry_bush[age=3]

2. Summon a tamed horse by using the command provided below.

   /summon minecraft:horse ~ ~ ~ {Tame:1b}

3. Switch to survival mode and begin riding the horse through the sweet berry bushes and observe if the horse takes damage.

Observed Behavior:

Mounts no longer receive damage when riding them through sweet berry bushes.

Expected Behavior:

Mounts would receive damage when riding them through sweet berry bushes.
