[MC-277735] Generation Issue

What basically is happening is that Minecraft is generating terrain in a Ocean only Biome world probably do to the 1.18+ Cave and cliff Generation which is somewhat annoying when you want to Make a Ocean only world in the newer versions because their will be Mountains everywhere
