The bug
The wither rose is assigned a Common rarity, despite the fact that it can only be obtained via use of a wither skeleton skull, which is considered to be Rare.
The 24w33a changelog would imply that since a rarer item is required to obtain this, it should inherit that rarity.
How to fix
Increase the wither rose's rarity.
