Arrows and tridents act weirdly in one block deep bubble columns

Shot arrows and tridents constantly create water splashing particles and visually soar up or rotate when they are stuck on the soul sand or magma block floor in one block deep water. This did not occur in 1.21.1.

Steps to reproduce:

1. Create one block deep soul sand or magma block floor and fill it with water (bubble column appears)

2. Shoot arrow or trident over the water
