Arrows are not correctly affected by rising bubble columns

This first occurred in 1.21.2-pre4.

Steps to reproduce:

1. Build a soul sand bubble column.

2. Shoot an arrow into it.

3. ❌ It does not rise to the top, instead staying in the middle of the bubble column.
