While flying in creative or spectator mode, the surface of water can prevent you from sprinting

As of the resolution of MC-133414, it is intentional for water to prevent you from sprinting when floating on the surface. When flying creative or spectator mode though, it is atypical to be slowed down by blocks that can be passed through, especially in spectator where blocks should have no impact on flight. Expected is to be able to sprint through water while flying in these game modes.
