Players wearing leather boots will take fall damage when landing on the edge of powder snow

The bug

This issue was introduced in 1.21.4 Pre-Release 3.

When you fall on powder snow, you should not take any fall damage. However, this is not the case when you wear leather boots and land on the very edge of powder snow block.

Steps to reproduce

1. Place a block of powder snow

2. Fly directly above the edge of the powder snow, at least 4 blocks high

3. Wear leather boots

4. Switch to survival mode
   ❌ You take fall damage upon landing

Observed behavior

You take a regular fall damage when landing on the edge of powder snow.

Expected behavior

Your fall damage would be completely negated when landing, just like in 1.21.4 Pre-Release 2 and before.
