This bug relates to MC-259628.
Steps to reproduce (a video is attached):
Spawn an axolotl on the ground (not in water).
Hold a tropical fish bucket.
❌ The axolotl twitches rapidly, often even rotating away from the player. Circling around the axolotl often exacerbates this issue.

Can be seen even without the use of tropical fish buckets. This issue appears to happen whenever the axolotl adjusts its rotation. Updated the report's title.
