[MC-279071] Salmon not spawning in rivers in the Pale Garden biome, it can be only be obtained from fishing. (in Single-biome worlds)

The new Pale Garden biome has a problem when playing on Single-biome world type: Rivers spawn, but you do not see any salmon. You can only get salmon (without bonus chests) with fishing.

Salmon don't spawn in the pale garden biome; they only spawn in river biomes and some ocean biomes, which cannot be found in a single biome pale garden world. This is not a bug.

It doesn't make sense to me that I don't see salmon spawn AT all in the Pale Garden.

Exactly; it's intended that nothing can spawn in pale oak biomes. There is no separate fishing loot for different biomes, only open water or not open water. Asking for the fish spawning to match fishing loot is a change request and not a bug.
