The problem with spawning hostile mobs

I expected the mobs to spawn at night.

What actually happened was that the mobs didn't spawn for some reason.

Steps to reproduce:
1. Go to the latest snapshot 25w02a
2. Create a new world
3. Wait for nightfall or go down into the mine
4. Monsters won't spawn.
