Most hostile mobs no longer spawn even if their spawn conditions are met. Only mobs that spawn under special conditions(like Creakings, Wardens, and Drowneds with ocean ruins) spawn at all.
Steps to reproduce:
1-Create any world(a Superflat one showcases it best)
2-Set time to night
3-Notice how no hostile mobs spawn whatsoever
You can also immediately notice upon creating a Superflat word that the slimes that are usually everywhere don't spawn

Can confirm, this happened to me too. I noticed that drowned can spawn underwater and that naturally generated mob spawners still work, but in caves and at night on the surface, hostile mobs are not spawning.
Can confirm. Hostile mobs don't spawn in all three dimensions, including zombified piglins and endermen, though hostile mobs do spawn near/in the appropriate structures (except nether fortresses which have only blazes spawned by spawners). All spawners seem to work normally
Zombies that are part of sieges can still spawn, as evidenced by a poor villager running from a horde while testing the snapshot.
Can confirm, unless I have done something wrong. 😛
