Hostile mobs won't spawn without spawners

All hostile mobs do not spawn naturally. This applies to both the overworld and the nether and the end. Also, this does not depend on changing the difficulty or on turning on or off experiments in the world settings, the only place where hostile mobs spawn is near spawners
