Remember, the mob needs to be hit by a player, a player owned entity, a player caused explosion within the last few seconds before its death in order to drop XP (and player-specific loot).

I could not reproduce this in my own testing, please try using a new world and see if the issue persists. If you can still reproduce the issue in a new world, provide clear and consistent steps to reproduce it.
