Beacon beam disappears and reappears when approaching it

Steps to reproduce:

1. Set your render and simulation distance to 16.

2. Make a beacon.

3. Fly around 400 to 500 blocks away from the beacon.

4. Note that you can still see the beacon beam in the fog.

5. Approach the beacon again.

6. ❌ The beacon beam disappears for a few seconds, then reappears.
