"snowy_plains" biome doesn't spawn cold animals

For pigs, the reported behavior is already being tracked in MC-279235.

I searched to see if anyone reported this and didn't find it but someone already reported

Cows should be added to that report; it's the same biome tag that's to blame.

This was intended.

If the devs forgot to add it in-game they obviously also forgot to put it in the changelog

It missing from the changelog doesn't really mean anything

Also the report MC-279235 has been triaged by Mojang which proves that this is in fact not intentional

Resolving this into MC-279235 which is now more generic.
