The bug

It is impossible to place scaffolding where the player is

Steps to reproduce

1. Try to place scaffolding where you are standing

2. The scaffolding refuses to place ❌

Expected results

You can place scaffolding where you are like in 1.21.4

Observed results

You cannot place scaffolding where you are standing
