[MC-28013] Allocated memory is around 23%

I put 2GB of RAM on my minecraft and i logged in, pressed f3 and saw this on the top left corner:

Allocated Memory: 23%

The F3 screen shows the amount of memory usage. So the game is using 23% of the memory you've allocated, which by my calculations is about 471 MB of your 2 GB. If you had been playing full settings on a Vechs map or something, it would have been more.
It would be kind of stupid if the game used 100% of the allocated memory all of the time...
