Visiting Pillagers can spawn their top half into leaf blocks; that or their spawning teammates push them into such a position when spawned togther. I didn’t notice how it spawned in, just that after killing the other visiting pillagers; one last pillager was left on the other side of the river from where they spawned in and the mob was trapped with its top half in a tree’s leaf block, while taking no damage. Any arrows it shot hit the leaf block he was trapped in. His lower half was technically free, even though he still could not move from his position.
The Pillagers spawned at night in a Forest biome a few blocks away from a river; while I was on the other side of the river in a Savanna biome. I did not take a pic, as I was too busy trying to survive the night.

Also the one that got stuck wasn’t carrying a banner; it was one of the other pillagers in the visiting group.
