Entities are not looking at the player correctly whilst in a boat

When you put any entity in a boat that can look at players, their head is faced to the left while the player is in front of them. Their heads still bob up and down track but they cannot move their heads left or right. It is stuck at that left position.

To reproduce

1. /summon minecraft:oak_boat ~ ~ ~ {Passengers:[{id:"minecraft:zombie",equipment:{head:{id:"minecraft:leather_helmet",Unbreakable:1b}}}]}

2. Go into survival
   ❌ Note how the zombie does not look at you properly
