Dispensers cannot equip harnesses onto happy ghasts

The Bug:

Dispensers cannot equip harnesses onto happy ghasts.

Steps to Reproduce:

1. Summon a happy ghast with no AI by using the command provided below.

   /summon minecraft:happy_ghast ~ ~ ~ {NoAI:1b}

2. Place a dispenser next to the happy ghast facing in the direction of it.

3. Put a harness into the dispenser and activate the dispenser.

Observed Behavior:

Dispensers cannot equip harnesses onto happy ghasts.

Expected Behavior:

Dispensers would be able to equip harnesses onto happy ghasts.
