Steps to Reproduce:
Summon a happy ghast with no AI
/summon minecraft:happy_ghast ~ ~ ~ {NoAI:1b}Get a harness and put it on happy ghast
/give @p minecraft:black_harnessPlace a dispenser next to the happy ghast facing in the direction of it.
Put a shears into the dispenser and activate the dispenser.
Observed Behavior:
Dispensers cannot unequip harnesses onto happy ghast
Expected Result:
Dispensers unequip harnesses onto happy ghast

Here is the video, the problem is similar to MC-296369 which was fixed in the latest snapshot 25w17a
