Health regenerates too fast on Peaceful difficulty

After 24w21a, which fixed bug MC-31819, the saturation on Peaceful seems to be set at maximum at all times, instead of being the previous default. This causes the passive regeneration on the Peaceful difficulty to be much faster than it was before 24w21a. It’s now as fast as regeneration at maximum saturation and hunger, which causes damage such as drowning or cacti to be minuscule, as opposed to earlier, where it was an actual threat. This seems unintended, as Peaceful mode is supposed to remove enemies from the game, not make it this hard to drown or die from other sources of damage-over-time. Also because Bedrock Edition still has the old health regeneration speed.

Please do not mark Unreleased Versions as affected. You don’t have access to them yet.

Probably caused by the fix of MC-31819, and since players having full saturation in peaceful difficulty is intentional, I would assume this change is intentional as well (since the speed matches the regeneration speed when saturation is full).

Bedrock Edition’s regeneration speed being slower is an Invalid parity issue, see MCPE-173637.

Still, we require Mojang’s confirmation.
