weighted pressure plates no longer recognize a stack of say... Dirt, as 64 items- each stackable item will combine and give the same output as if only one block in the stack was there.
only unique or unstackable items contribute to signal the signal strength of either weighted pressure plate(not including mobs or players)
[note how 11 diffrent items on the heavy plate are equaling the signal strength of 65 items (64 stacked, 1 not) on the light plate]

It had been said they would no longer detect item stacks, although removing that functionality is bad considering that is an irreplaceable feature which some people have managed to purpose. As for everything having the same weight, that could either be intentional or in the works for a fix. Right now, it's good for counting entities on a plate. If different kinds gave off different weights for it, a random mob could wander onto them and really mess up a system. It's an odd balance.

I am surprised that way plates count items was entirely changed since it will completely break any mechanism already built just as much as any other change to redstone features; i honestly can't guess at why any one would have proposed OVERWRITING the function of the W.plates rather then just adding in like... a Quarts weighted Pressure plate with the new features they want.
its not like they weren't adding in fistfuls of new items any way.

Still a problem in 13w38c ... just found out all my redstone stuff containing weighted pressure plates is broken. Thanks Mojang 😞

Torabi already posted the reddit link where Dinnerbone confirms this as "Works as intended", so this is not a bug. Weighted Pressure Plates count entities now, not items. Don't know why this is still open.
This problem is still not fixed
In 1.6.2, a stack of 60 items (e.g. 60 dirt blocks) placed on a golden pressure plate would give out a redstone strength of 15. Now in 1.7.2/1.7.4 whenever I slowly stick the same amount of dirt blocks on the plate, the redstone signal begins to increase and then drops to 1 strength. This is not what I wanted for my map! I have a total of 70 diamonds for the players to look for and when they put it in the final scoring system, it will always remain at 1 signal strength. Now I will just have to remove the scoring system and tell the players how they rate by placing a bunch of signs 😞.

Well then it defeats the purpose of being "weighted" because it can't "weigh" (count) how many items are in a stack anymore, So if I had 1000 dirt blocks, the "weighted" pressure plate would just be like it had a single item on it. Mojang, you disappoint me. I will not speak of this matter anymore.

i noticed other issues with the W.pressure plates, but i figured they were intentional to some degree, and may be deserving of a DIFFERENT issue report if any at all.
-Both weighted pressure plates are lighter, gold going up in strength every item/person, and iron every 10 or so.
-plates now respond to players as well as items, and appear to have the same "weight", as a player can substitute themselves in place of an item and contributed to signal strength
-as it stands now it requires half a player's inventory slots to reach full power using Gold plates, and about 4 player's inventory's worth of items using the iron plates
