Stepping onto soul sand briefly slows you down, even if you have the soul speed enchantment

When you transition from a different kind of block to soul sand/soul soil, the soul speed effect takes a few ticks to kick in. This results in the following unexpected behaviour:
- Your FOV briefly zooms in
- You get briefly slowed down
- If you let go of your movement keys, you come to a stop immediately instead of sliding slightly.

Reproduction Steps 1:
- Create a soul sand floor surrounded by any other block
- Wear Soul Speed 3 boots
- Observe what happens in the brief moment you transition from the other block to soul sand

Reproduction Steps 2:
- Sprint jump onto soul sand from another kind of block
- Let go of your movement keys midair
- Observe what happens to your momentum when you land

Expected Behaviour:
- You would not get slowed down by soul sand when wearing Soul Speed 3 enchanted boots.

Observed Behaviour:
- You’re briefly affected by the soul sand as if you were wearing no armor.
