Text shadow from underlined text overlaps the text below it in chat messages

This behavior was introduced in 25w15a.

The bug

In 1.21.5, the text shadow from underlined text is behind the text below it. Since a recent snapshot, the shadow overlaps with text below it, obscuring the top pixel of tall letters, which may affect readability.

Steps to reproduce

1. Execute the following command:

   /tellraw @s {text:"Hello\nIIIIII",underlined:true}
