Flame-enchanted bow doesn't break Powder Snow in some worlds

You would normally expect that shooting powder snow with a flame-enchanted bow with any arrow would break the powder snow. Well, I’ve discovered it doesn’t do that as it is intended that it breaks the powder snow. I checked on another world already and confirmed that the powder snow breaks.

This may have been caused by porting up to newer versions, but I’m really unsure as to what happened.
