When a ridden happy ghast completes its death animation, the “happy ghast stops “sound is played.

That is probably intentional since the calibrated sculk sensor correctly detects that the passenger has dismounted. In contrast, it is clearly not intentional that the happy ghast croons the moment its dead body is removed from existence.
Can confirm, but this happens with every ride-able entity and not just the happy ghast.
You can confirm this by having a Calibrated Sculk Sensor powered with a signal of 5 (listening to entity dismounting).
